How far do shrine passives actually reach?

I have built a couple, but I have noticed them not working, especially the shrine of the snake. I nearly lost a soldier when fighting the lizards because of it.

The shrines do not have a passive. That is the passive you get when you buy the effect and it has no range check.

So does the "Passive" only last for so long?

Once you buy the effect, the passive lasts until you buy the effect from another shrine.

All shrines give you a passive and an active ability. You can only have one of those at the same time and as soon as you buy from another shrine, the passive and active effects you've got from the previous shrine are swapped out for the new active and passive effects.

I do hope they make it more clear in the future that the passive is linked to the effect you buy and not to the building. You are not the first to be confused by that. Especially for the Rat shrine many people seem to have thought that it collects from anyone passing by it instead of you.

You will also lose your Shrine powers if the Shrine is disabled in any way, such as by flooding, the tiles under it being mined out, or being directly damaged.

That is unfortunately technically what it says.
Also the tax collectors from the tax office don't work very well atm.
