Not flooding work spaces with beds can also make the amount rather irrelevant (except for initial cost). There is not much need to keep them super central, since they are only used once per day (or less) and since they stay reserved, there is also no range check mechanic. That does not mean that you should put them at the edge of the map, but e.g. having a 1-3 dormitory floors at the bottom of your city, reachable from your main elevator shaft, should take care of everything.

I think it's not technically difficult. The need will be met like the need for hygiene or food. The ratizen will go to the nearest free bed (like they go to the nearest free toilet).
