Salt, Oil and Coal are all products of crafting stations, you have to focus on the production buildings first... the only one I couldn't find by mining until now was the material needed for salt, so I got it doing expeditions on the exploring building, but this is not really efficient. (I play the game in another language, so I don't know the names in english, I hope I could help you though)
"Fun" is being a huge problem for me, all are getting unhappy because of this need :(
Personally, I find the hardest need to fulfill is the Necessities; I always need like 3 other buildings first just to funnel into making any of the building and items the rats want whether it's candles or pots or whatever.

don't progress too fast, try to stall at times before progressing to another culture stage.
You can definitely just put some circi around too and solve joy with that. They do however need a service Ratizens and can therefore not be spammed to easily, yet they have 2 slots and can provide a much higher number of need replenishment. Schools are really not great for joy, since their value is really low and they have quite a high input cost so early in the game. Their buff is really strong for a low class building though and there is a repeating event you unlock with them. That is what they are useful for and probably the reason why the school is not in the joy tree.
You definitely do not need to use them, but they can provide some boni and frankly make fulfilling hygiene a lot more efficient for the Ratizens in need. A skilled massage hygiene service Rat can fulfill twice as much as a toilet (which means less time needed to fulfill need), give a neat buff and also provide some opportunities to direct money flow a bit.
You can skip most stuff entirely and just have toilets and basic circi around if you just care about need fulfilling (+ basic food like grain or meat of course), but basic needs are a thing new players should focus on to keep the town from breaking a part, while other stuff is more about choosing your path to develop the city.
my current save file, im only getting citizens with positive traits no negatives and at less 1/4 of them have the hygiene perk & even with all that this save has had the fastest outbreak so far lol it makes no senses.
