Try to extend the range of existing hygiene and entertainment buildings, and build additional hygiene and entertainment closer to their work area.
Even with clear paths to joy and hygiene objects, sometimes rats get stuck trying to find paths to things. You may need to build joy and hygiene objects in different locations in order for them to reach them. This tends to be an issue with larger cities.
I've had that problem, alot. You have to check the graphs and needs but basically unless they are middle class they won't use the music stand instead they want the circus stand. Replace it with a circus stand and see if they shut up then.
Or you could allow them to use it in laws?

Circus Stand, Arena and School are enabled for the low by default. Other joy buildings need code laws to be used by them.
This default behavior helps ratizens AI not overspend in expensive buildings when they are low on savings. Although, at early-game, it might block them from using the only building of its kind.
One strategy is to enable all services and products for use by everyone at early-game in code laws, then gradually remove these commercial laws at mid-game as the base grows.
