How to deal with exploding complaints?
It seems game is forcing me to kill (without rescue) every rat that is going into exploding complaints? All they do is stand there, doing nothing, their stats get even lower than they used to, which is making things even worse. Is killing them the intended way of dealing with this? It seems extremely stupid?

Rats without access to entertainment, food, and hygiene will devolve into exploding complaints. Until adequate access to these needs are provided, they will continue to be upset and rabble rouse and eventually riot.

Knocking them out and putting them to bed will buy you time to build the necessary facilities to fulfill their needs.

Try to extend the range of existing hygiene and entertainment buildings, and build additional hygiene and entertainment closer to their work area.

Yes, I know, problem arises when they get to the state of "exploding complaints" - then they can stand next to a unused music stand complaining about lack of joy, they do nothing to alleviate that! Then they start rioting, if I put them down to bed, during recovery time their stats drop to essentially zero, and the cycle repeats... (and yes, they have cash on them to purchase their needed stuff)

Sounds like they're having an issue pathing to entertainment and hygiene then.

Even with clear paths to joy and hygiene objects, sometimes rats get stuck trying to find paths to things. You may need to build joy and hygiene objects in different locations in order for them to reach them. This tends to be an issue with larger cities.

I've had that problem, alot. You have to check the graphs and needs but basically unless they are middle class they won't use the music stand instead they want the circus stand. Replace it with a circus stand and see if they shut up then.

Circus Stand, Arena and School are enabled for the low by default. Other joy buildings need code laws to be used by them.

This default behavior helps ratizens AI not overspend in expensive buildings when they are low on savings. Although, at early-game, it might block them from using the only building of its kind.

One strategy is to enable all services and products for use by everyone at early-game in code laws, then gradually remove these commercial laws at mid-game as the base grows.

Hygiene and entertainment buildings have a range they work, which you can increase on the gear tab. Rats also have limited stamina, if you have an area for all the luxury and hygiene and stuff apart then they may have to decide whether they are going to go to sleep, get entertained, eat, or wash themselves.
