I have noticed it now more than ever in the current patch of the game. Rats will just stand like dummies for an entire minute before trying to do something.
Besides that, let me give you a pro tip.
On the law stone, on labor rights, change schedule for task priority.
Create your own group of rats that will prioritize hauling items before doing anything else.
But for that to work you need the rat register to select what rats you wish to dedicate to hauling. I have hunters added to hauling duty, so once they have nothing to hunt, they can help gathering materials.

This problem is really crippling my entire save so badly that I'm considering dropping the game and leaving negative review unless there is even one working workaround.
