Tax Offices
Are tax offices useless? I have around 75 rats, and 6 offices, and it seems like I do all the tax collecting with my Shrine of Rat Passive.

The collectors are either at their desk or filling their needs. Do they actually collect tax?

They do. I stop using my Shrine of rat as soon as I get my first Collector. You can get by on 5 collectors for 100 rats, but ideally you want 1 for every 10 rats. They don't collect as fast as you tho, but they will get close the more efficiency bonuses you get (Shrine of Ox, Middle and high class passives)

Do the collectors not work if you have shrine of the rat active?

They work fine no matter what shrine you use.
