At the start, you should be using the Circus. If you built, say, the Music Stage, it won't work at all until you have second-class rats.
I have 3 musci stages and 4 circus stands, and every single rat of mine is lower class. No idea what's wrong. How do i level them up btw?
I don't have enough laws for that, I used all 4 to enable people to eat cooked stuff
That feature never worked and only make a mess / less efficiency out of my rats. I have won all victories by never using the schedules and it was a better experience.
Generally speaking, unless you have a ton of rats, you shouldn't need to double up on joy producers. One Circus should easily handle around 15 rats. The biggest problem is the clown gets no happiness from it, so you can either just rotate them out periodically or build a second source of happiness (like the school for example) so the clown and the teacher can get happiness from the other facility.
