Ratizens refuse to satisfy their Joy need!
I Created a group out of my entertainers, and gave them a schedule that forces them to work from 15:00-20:59, and gave ungrouped ratizens a schedule that forces them to take care of needs in this same time frame.

And yet, nothing. Entertainers don't work, and even if they do when they should be forced to, ratizens don't interact with them. What am I doing wrong?

You might have the wrong type of entertainment. Rats are divided into 3 classes (it takes a bunch of resources and other things for them to level up), and each entertainment facility only serves certain classes.

At the start, you should be using the Circus. If you built, say, the Music Stage, it won't work at all until you have second-class rats.

Circus and Arena entertains the lower classes.

I have 3 musci stages and 4 circus stands, and every single rat of mine is lower class. No idea what's wrong. How do i level them up btw?

The problem is you are using the schedule laws. Ratizens are most efficient on free time. for some reason they really don't like work and caretime. Try turning off the schedule and see if it improves.

I never ever use the schedule laws.
That feature never worked and only make a mess / less efficiency out of my rats. I have won all victories by never using the schedules and it was a better experience.

They need Necessities, which are produced by various buildings. For example, first-level rats need things like Oil, Pottery, and Backpacks. Once they level up, they'll continue to need these things but also advanced necessities, which require new buildings to make them.

Generally speaking, unless you have a ton of rats, you shouldn't need to double up on joy producers. One Circus should easily handle around 15 rats. The biggest problem is the clown gets no happiness from it, so you can either just rotate them out periodically or build a second source of happiness (like the school for example) so the clown and the teacher can get happiness from the other facility.
