2. you need to maintain necessity demand for every rat because at high class you need so many and varies of them especially those high class necessity (golden accessories, perfume etc.) and make commercial law for let's any class can use it. difference joy/clean isn't make the class higher (but make your ratizens happier)
3. if you didn't prepare to control your money flow you'll bankrupt super fast.
My tip is to build up your saving a lot.
To prevent a rat from falling back from gold to silver.
You can try this setup
- exempt tax collection for only gold class citizen who have less than 4200 wealth. (But collect those who have higher for 10-15%)
- Set another rule to provide any gold class who have less than 3400 to have support money each day for +400-600
For any silver class rat, you can jump dump your saving to instantly transfer all of your remaining rat to reach gold class in one night. My record is about 71 rats turn to gold in one night.
Any rat that have wealth lower than 3000 will get support money of 400 600 or 1500+. . . + as long as it doesn't break your piggy bank like the previous post suggest.
It was painful keeping them happy, rich and in the zone (not go back to middle class).
The devs really need to slow the consumption of necessities on Rats.
They ate golden bracelets and noble clothes like some one drinking water.

I am so not doing this ending ever again unless they tweak it.
This victory does need some sort of adjusting, or just some overall game optimization to make it more attainable. I chose this as my first victory condition because the idea of ratizens slowly gaining a more comfortable life sounded fun, but then it took me several real world days trying to figure it out how to get my rats to even buy the lower level necessities with their wonky late-game AI.
By what others advice have said, It seems I sort of got lucky on my own run. My rats not using necessities gave me a huge stockpile unintentionally, so when the AI fixed itself and allowed them to use the necessities, the stockpile must of did its job because they got to high class within a few days but started loosing it during the final steps of building the monument.
