The easiest victory by far is Architecture. There isn't a time limit on the monument so you're free to take your time with it. I built mine at prosperity 7, not touching the questline until that point.
Treasury is super easy, just takes a bit of time. Explore the map with the diplomatic office until you find the Granbazaar faction, or you could even go with one of the other factions so long as they let you import copper ore. Build a massive amount of furnaces and minting buildings, as well as a handful of kilms, then...Just sit back and watch all that copper be turned into cash. Every 1 copper bar is turned into 250 currency.
The copper one gives 250 per bar and the gold one 500. Gold might be cheaper depending how much it costs to import. The prices to import go up and down like some sort of stock market
You can tax 100% wealth of your ratizens and see if you can reach it. You can do the same for 99,999 Pia achievement. If you have everyone as the upper-class, that is 3,000 Pia minimum you can get per ratizens.
