Bread question

For some reason my city is starving, despite the fact that there's well over 30 bread in the storage chest. I saw that bread counts as "advanced" food, does that mean only rats with a higher class eat them? Or are my rats simply so used to eating the grain raw that they can't possibly fathom the concept of cooked food?
