You probably missed someone. Try using the guides on youtube to find them all (Travel agent and Door Guard are needed for the quest, but the dog is not). I thought the quest was broken too

You also have to talk to everyone in one playthrough, it'll reset every time you quit or leave to menu

I have talked to EVERYONE. That's the weird thing. I verified the integrity of the game, I reset my save, I have talked to everyone so many times.

I just finished 100%ing the achievements and completed the social quest about 5 minutes ago. I went through person by person as the main guide outlines. Make sure you go through every dialogue until the NPCs start repeating themselves. Progressing through the sequences means you will talk to some characters twice. (bridge guy, when you pick up the ticket)

The achievement works if you talk to all NPCs during one playthrough without restarting or turning off the game.

If you restart the game during the process, it resets the counter or breaks, so it's best to do everything in one go.
