Airlift Escape Plan not progressing at the hospital

I am at the helicopter on the roof of the hospital and nothing happens. I have tried going there with Cooper and other survivors, and have tried going there with the aviation fuel in my inventory and with it still at the shelter, and it does not progress. My objective still just says to find a way to reach the roof, even while I am standing next to the helicopter. I have verified the integrity of my game files as well. I previously cleared the hospital once prior to progressing the Airlift Escape plan (this includes turning the generator on in the basement so that the gate can be opened to get to the helicopter), so I wonder if clearing it early like that is responsible for the bug. Whatever the reason, I am unable to complete the Airlift Escape Plan.

It seems to be confused, if you look at the Journal, it still thinks it's going to Millwood.
There now, afaik there is no roof on Millwood, not to mention that one is destroyed.
I'll go back to base, try to talk to the pilot?

Nope, it actually will show the Red Quest Target at the Hospital.
No idea what the Trigger is to make it realize Hospital is complete.
