How to enter to the right wing' 2nd floor of mitchum

Anyone know? It's blocked by chair and cant jump in from 3rd floor.

Go to the top floor, not the rooftop the floor below it, there should be an open elevator shaft, climb all the way down and you should be on the 2nd floor.

Lol, I thought about using the Shafts and kept trying to, Move To Them
like Stairwells and Ladders but couldn't.
Didn't think to just Drop/Climb like a Hole.

The only reason why I found it was because the fireman's pole in one of the fire stations. You couldn't climb up on it but could only climb down from the top. Since the open shafts weren't climbable I guessed that I would have to climb down from the top and was right.

you have to get to the right side of 6th floor
press "down" key at the open elevator shaft

it's weird to me how everything else(moving to background) is "up" and this one is "down"
cuz i thought going downstairs would be "down" key too at the beginning of the game
but that wasn't the case, so players learned that to be how things worked

i say it should be "up"(to go into the shaft) even if it's going down,
just like the rest of "going down" motions in the background
