What setup?

using xbox controller and gtx4070ti , borderless window 2560x1440
Does it do the same using the game exit menu item?

Many Horizon Zero Dawn Remastered players have had or still have this same kind of problem, waiting for resolution, maybe related to the PSN SDK, or not. But no complaints for weeks, and even a few months.

Thus...

In general, it was those with an nvidia card with drivers that make things worse with each release, but I wouldn't swear. It could just as easily come from Windows 11 which is causing a lot of problems too at the end of last year.

Are you up to date with everything? Bios, Chipset driver, GPU driver, Windows update.

Do you play Steam connected to Internet?

In addition to that, my first idea may be to check the integrity of the game files with the Steam function in the properties, then clear the DirectX cache, then test the DX11 version because the default is DX12, and then create another user account to see if it does the same, and if not, reinstall Windows over itself (don't forget to delete windows.old using the windows cleanup tool in admin mode), and at worst, reinstall everything from scratch.

There is a conflict somewhere which causes the game process not to finish and loops endless somewhere even if it is within a driver or a Windows API or other, and which requires the use of a Task Manager to end it.

Alt+F4 works perfectly fine for me.
Quits the game clean. When I restart I load on the beginning of this day.
Lenovo Legion notebook GTX4080 i9 cpu 32 Gb RAM.
Dedicated Fullscreen for me, usually it's the most performing in any game.

Your hardware or software is definitely a problem.

Clean up trash applications PC vendors spam installed for you, update your drivers, stop unnecessary services WIndows loading, get rid of useless antiviruses, make sure WIndows is managuing paging file and it's not manual, and so on.

Just Google how to optimize modern Windows PC. From free optimization software, most are malware trash, but CC Cleaner is okay.
