Your hardware or software is definitely a problem.
Clean up trash applications PC vendors spam installed for you, update your drivers, stop unnecessary services WIndows loading, get rid of useless antiviruses, make sure WIndows is managuing paging file and it's not manual, and so on.
Just Google how to optimize modern Windows PC. From free optimization software, most are malware trash, but CC Cleaner is okay.
