How many Survivors out in the World?

I read 4 others, plus your starter 2, but just found a 5th on a Gas Station.
Also, makes me wonder which Shelter is the best?
Just started playing about 5 hours ago, all new to me, didn't play demo.

I have a total of 6 survivors right now, and there might be more. I will let you know once I find more

But here is my list currently

Aubrey: The Veterinarian
Frank: The Chef
Kirk: The Cop
Rahul: The Chemist (I think he has Asthma cause he's breathing like crazy in my game.)
Michelle: The Wife
Joe: The Mechanic

And the two Starting Pair.

I currently have Rahul, Hudson, Barb, Lester, Michelle, Joe, and then my starting two. So if you had that with the above list, there is at least 9.

Shame that finishing a run deletes the save but if i recall i had :

Darrell - Starter
Leo - Starter
Barb - Crafter
Joe - Crafter / Heavy Backpack
Lester - Salesman with a Bad Back
Kirk - Cop
Frank - Chef
Michelle - Estate Agent
Aubrey - Veterinarian
Robbie (I Think that was the name?) - Novelist
Selfish Douchebag (didn't learn his name) - bad at repairs and evasive

I might have met another one that i'm forgetting at the moment.

As for Shelters, IF they are not randomised, i would say the Sports Goods Store. Water Collector + Garden is pretty much an amazing combo to have

U can have 13 survivors with the starting pair duo for now. That is 15 survivors. For your info.

Brother, it is not me who made this far, I wish I can show u the incredible live stream run by one of the gamers in youtube, unfortunately his video was taken down due to 20 hours long stream. His live stream clearly shows that he brings 15 survivors including to the starter duo to the different endings. U can still search his youtube Tran Plays, he did posted the early access video clip as he is one of the few players manage to get the game before official release. If u are looking for guide, hes the one.

and yes there is a massive area that can be a shelter ;)
