Did they forget to put the key in ? Can't seem to find it anywhere at any locations ????

Its only unlockable after you reach that part in one of the escape plans.

After u talk to Eva, u will learn about the true nature of the Network. If u agree with Eva going to bring down the entire Network gang, u need to go to the control room there, unlock a certain gate. I think it is pretty obvious from here ;) just a heads up, the Network will know it is u who do this, u need to be prepared for the payback vengeance.
