After u talk to Eva, u will learn about the true nature of the Network. If u agree with Eva going to bring down the entire Network gang, u need to go to the control room there, unlock a certain gate. I think it is pretty obvious from here ;) just a heads up, the Network will know it is u who do this, u need to be prepared for the payback vengeance.

I don't play this game (too nerve racking.) But according to the internet, you need to climb up a ladder on the right side of the water treatment plant building. Walk across the roof until you see a part of the roof you can fall through. fall into a room which was previously barricaded by a chair and mess with the control panel, and you should be able to get to where the lady wants you to go.
