Report a translation problem
So most of the crashes at this point are happening because of that overlay, so proper (re-)installing of Ubisoft Connect usually helps. Or because of overlay conflict with other overlays: Steam, Nvidia, AMD, MSI Afterburner, etc. Temporarily or permanently turning them all off usually helps to avoid those crashes.
They stopped updating the game, so it's pointless to send crash reports to them.

My point is your issue is probably related to something else. Anyway, you should write to Ubisoft tech support or at least try to describe your issue on official Ubisoft Discord server. So they could check your Ubisoft account and confirm that it's not anti-cheat related.
To troubleshoot your launching issue I would recommend to complete the steps listed below
- Ensure your PC meets all system requirements [www.ubisoft.com] for Watch Dogs Legion.
- Ensure you have Ubisoft Connect [ubi.li] installed and updated
- Try to have both the game and Ubisoft Connect and Steam on the same drive
- Add Ubisoft Connect and the game to your anti-virus/firewall whitelist
- Complete the steps in our dedicated troubleshooting guide [ubi.li]
- Launch Steam using admin rights [ubi.li] to ensure permissions are granted.
- Perform a clean boot [support.microsoft.com] to ensure that a 3rd party app is not interfering.
