Report a translation problem
Try to switch to DX11, add -DX11 launch argument to make it faster. If it helps, it's just DX12. it's very unstable in this game for lots of people, especially online.

Try to switch DirectX mode, add -DX11 or -DX12 as a launch argument in Steam using game properties. Try to delete the game config file - WD3_GamerProfile.xml - in this folder:
%USERPROFILE%\Documents\My Games\Watch Dogs Legion\
In case you don't have enough free RAM (16GB should be enough, but you're on laptop), close all unnecessary background apps and programs, especially your internet browser, and switch Steam to small mode.
I hope steam refunds me for this ♥♥♥♥. WD2's technical problems never got solved I doubt they'll help us out here.

btw RAM is not the problem, 32 GB should suffice I would say.
