Report a translation problem
At this point I could recommend only typical workarounds:
- try to delete game settings folder:
%USERPROFILE%\Documents\My Games\Watch Dogs Legion\
or just WD3_GamerProfile.xml file and pipelinecache\ folder inside of it.
- try to switch between renderers using -DX11 or -DX12 launch argument using Steam.
- try to turn off anti-cheat using -BattlEyeLauncher launch argument using Steam.
- verify the game files, it should force reinstalling of DirectX and VC redist packages.

Make sure that nothing blocks the game, background programs, your anti virus, firewall. Try to turn off different overlays, Steam overlay, Ubi Connect overlay (especially if you can see those logos), AMD/Nvidia overlays, Windows Xbox game bar overlay, etc.
I have fully deleted/uninstalled the game from my pc and re-installed it. I have also verified the files after the installation. I will try the -DX11 or -DX12 launch later but it looks like none of that works as I tried to launch it in windowed mode but no luck still has a black screen. I have added it to my anti-virus etc as an exception.
This was working fine till I did an update to my Navida drivers so it might be something to do with my graphics card. but then again this is the only game I have that is having this issue.
AFAIK Legion doesn't store settings inside savegame files, so deleting of your settings file is enough to simulate the 1st launch. As I said before try to delete settings folder. So press Win button + E to open file explorer, press Ctrl + L to highlight current path and paste this string there:
%USERPROFILE%\Documents\My Games\Watch Dogs Legion\
Go inside and delete 'pipelinecache' folder, delete or rename WD3_GamerProfile.xml file.
If it's related to a conflict in graphical settings, switching between -DX11 or -DX12 also might help, because you will force the game to launch using a different gfx settings/renderer, not the one stored inside WD3_GamerProfile.xml file right now.
