Considering the above, the answer is yes. At least from my experience.
The Spiderbot also loses the ability to do stealth takedowns in resistance mode, and certain agents still have the ability to arrest other people after takedowns.

This all just means that, on resistence mode, your really need to be on the ball to make sure people do not shoot at your agent with bullets (always go for melee first--until the a.i gets bored). And if it's a firefight, you're gonna need to make sure the Enemies with reinforcement abilities have been taken out first. Which boils down to the First Responders being one of the best agents for resistance mode, because they have access to the AR shield ability, which grants temporary invincibility which helps A LOT in fire fights, and aparently jumping off of tall buildings..
So if you decide to experiment with what can or can't kill your agents with permadeath/resistance mode enabled, do that when you have more than 3 agents on your team!
the enemy all the time is shooting me in resistance mode.
Because you're playing the game on Resistance mode, enemies are more aggressive there.
On normal difficulty if you holster your weapon enemies will use melee weapons only. If one enemy sees you melee fight someone he will go melee as well until they all get tired and pull out their guns. On Resistance they loose their temper and pull out guns way, way, way faster. Like a Captain sees you melee fight someone he will start shooting you almost immediately. It's a hardcore mode. So always scan all guards in the area, always hack guns of nearby enemies, always know where to flee on Resistance.
Also forced alerts during some recruitment/side/main missions mean guards will use guns.
I liked Resistance mode very much, but I would change just a couple of things in it (e.g. gadgets and hacks cooldowns) to make it just a little bit easier.
Find people with berserker and physically fit perks. As mentioned before, First Responders with shield and physically fit perk are quite good.
Also use unconventional tactics more. For example, blocking of entrances, staircases and windows using cars, APC vehicles, cargo drones, cargo boxes. Some recruitment missions become way easier with blocking.
Also don't forget that on Resistance you need to move very slowly behind enemies' backs (walk button), because they can hear your footsteps even when you're crouching.
