Report a translation problem
For normal difficulties (I'm not talking about Resistance mode) stealth works this way:
You need to always crouch using crouch button and holster your weapon = no weapons in your hands! If a guard notices you, instead of immediately raising the alert like in previous WD games the guard will try to neutralize you using a brand new melee fight system.
So at this point you can retreat behind the nearest corner, so other guards won't be able to see you, and knock down the guard that notices you either through melee fight or stun hack. If you do that very fast, there will be no alerts, nothing, all other guards wouldn't know about your presence.
But if you wasn't that careful, attracted several guards in the process and started melee fight with all of them, one of them might loose his temper and pull out his gun. At this point you can either hack/disable his gun and focus on him alone or can pull out your own gun and start shooting at all of the guards.
Unless you're playing the game on Resistance mode or game designers put a forced alert/detection sequence, that's how stealth works in Legion. That's what makes Legion truly great as a stealth game. It's more smooth, more enjoyable than Watch Dogs 1 and 2. Especially more enjoyable than 2, which doesn't even have WD1 slow motion.
If you don't like the way it works, if you want to play it like WD2 or WD1, just use cover system, AR cloak (available in main campaign) and never holster your weapon, always keep your weapon in hands.
You have to complete side missions to unlock some useful upgrades: 'gun jam' to disable guards' weapons, 'attract hack' to attract enemies using different traps, 'disrupt hack' to stun guards.
You can also attract enemies using security cameras both clicking on them through hacking mode and while operating them.
