Terrible idea, if you do so you won't be able to play the base game or online as Aiden Pearce or Wrench (they will be available only within Bloodline DLC).
Buy the base game with its Season Pass (Gold or Ultimate edition) instead. This way you also get Watch Dogs 1 Complete edition, because it's included in Legion's Season Pass.
Resistance difficulty is way too hard, you need to know how exactly the game works, what all available perks and abilities can do, what the best combinations of abilities are, how and where exactly operatives spawn in the game world, how exactly AI works, how you can exploit it, which missions are the hardest ones, which tech upgrades are the most important ones, etc. etc.

Why would that be any kind of loss? If they have Watch Dogs one why should they pay more to just have the ability to play as couple of characters?
People are emotionally attached to Aiden Pearce and Wrench, because of Watch Dogs 1 and 2, plus they both can use almost all lethal weapons in the game. But they're for casual players. The other 2 characters - Darcy (Assassin's Creed one) and Mina Sidhu (uses telepathic mind control ability) - are way more interesting to play with.
Darcy is cool for hardcore stealth players, especially on Resistance difficulty. Mina Sidhu and her main ability is just so outrageously broken, because the game wasn't designed keeping someone like her and her ability in mind. So even after all the patches she still breaks lots of things in the game (weapon sharing, alerts, reinforcements, some online events, abilities and gadgets), all of that makes her the most valuable character in the game. You can also use her mind control ability to kinda 'testdrive' people before recruiting them.
It's just people who don't know anything about the game, about the way the game works, don't know anything about Mina Sidhu and her abilities, so they don't even realize how much stuff they would loose not buying Season Pass.
Does WD1 appear in your Steam library as another game? Or you only get a copy in Ubisoft Connect?
I noticed they did a similar thing with AC Odyssey's season pass but I'm not sure how it functionally works in your library.
