The 2nd game switched to 3 weapons only: shocker pistol and 2 weapons you can customize, and you couldn't do it on the fly, you have to return to your base to do it. It also added some powerful LTL weapons to the mix to make non lethal and stealth playthroughs more enjoyable.
The 3rd game switched to 2 weapons only. Most of the agents you have can use LTL weapons only. You can't pick up weapons from fallen enemies anymore. You need to hire people with lethal weapons so those people could use them. And weapon sharing between your agents is such a huge mess (I don't want to explain it here). On top of that, there are no sniper rifles in the game, because they would ruin the game balance. And the game was balanced around permadeath mode.
The point is Legion is the most stealth focused game of them all with less aggressive enemies, less aggressive cop chases, special melee phase for even more stealth. So I've no idea why you decided it's the other way around.
BUT because you have different abilities like AR medical shield, AR cloak, combat AR cloak, gunkata, combat roll/reload, Berserker (you can heal yourself defeating enemies and drones) and others, the action phase is more varied, more fun to play than in previous games. Because you can be more mobile during fire fights and you don't have to hide behind covers when you're low on health.
Also hacking abilities aren't blocked during takedown/melee animations like in previous games. Also there are no technical issues like mouse acceleration (WD1) or input affected by your animations (WD2), so shooting itself is way more precise in Legion.
I suppose 2 weapons is later because I saw only one with Legion.
Check Tech upgrades, you can unlock additional LTL weapons there. LTL grenade launcher is one of the best weapons in the game.
P.S: holster your weapon (press T), it will force enemies to use melee when they detect you instead of shooting at you, unlock Gun Jam hack as soon as possible, to hack enemies' guns.
Watch Dogs 2 has some of the features of the first one but takes a more goofy approach. I do not like that one because many things in that game feel like our character or team is mostly just a bunch of trolls. But I did not get far into the game to find out more. It is hard to take them seriously.
Watch Dogs Legion is exceptionally dark and intense, but only if you play Resistance Mode. You do not have to enable perma-death or anything like that, but this mode is how this game was meant to be played. People like ex-Dedsec members getting executed right in the open by Albion, civilians with triggered ID getting bullied, assaulted, harassed, and more.
You can have weapons but must find the right operators/people to use them. The more people you recruit with different weapons, the more options you will get. And I know it sucks that those who do not natively own a weapon cannot carry a weapon afterward, but at the same time, it makes sense if they do not have a license to carry and get caught by Albion, you know? Instant execution... The same goes for Operators who own a vehicle. You can only summer a car for those with a personal car, I hate that one. And the fact that we cannot customize the faces of our Operators. Please give me a surgeon or something. And the voice acting is terrible.
Other than that, I recommend Watch Dogs 1. Ubisoft really put a lot of effort into it. With a good graphics mod to bring it back to life, you might not remember that this game was released in 2014.
