DLC purchased via the Xbox app is for use on Xbox consoles and cannot be accessed via any PC versions of the game.
No idea whether that's true or not. Try to google it or ask on reddit here or here. DLCs are transferable between different PC versions though (Steam vs Ubi Connect/EGS), because the game downloads the entire build for multiplayer compatibility.

For example, if you buy Assassin's Creed Syndicate through Epic Games launcher and later buy Season Pass through Ubisoft Connect, your EGS launcher wouldn't know that, so it wouldn't download Jack The Ripper DLC and some additional missions.
So you have to verify/reinstall the game through Ubisoft Connect, because only Ubi launcher would know that you bought Syndicate's Season Pass. After that everything will be downloaded from the servers and installed on your PC.
Meanwhile Watch Dogs: Legion always downloads the entire build (all files) of the game for multiplayer compatibility, so you can buy the basic game via EGS, buy its Season Pass via Ubi Connect, buy the basic game via Steam, and everything will work fine in all three launchers.

online games download all their content so players can see every other player with that content/character/outfit/etc

you can't play modern pc ubi games without launching ubisoft connect. all dlc is linked there. in some other games i even did what you said. bought steep content directly in connect while having game itself on steam. and when i install it on steam it pushes to launch ubisoft connect. and check game there.
