You won't get all sellable characters with Ultimate anyway, so buy Gold.

Buy Ultimate only if you like the way these 3 additional characters: Lynx, Viper, Leopard or their outfits look like (any agent on your team will be able to use those outfits).

But you should know that most of the characters they're selling through in-game store, including these 3, are not worth it: their perks are just average, they're not integrated in all gameplay systems properly (too long to explain), they would die with permadeath mode on anyway, so buy Gold.

Only Season Pass characters are great, and Gold already includes them. It also includes Watch Dogs 1 Complete Edition.
