Yeah, it has. Like in Watch Dogs 2 you can press 9 to activate photo/selfie mode, so your character could make a photo.

But there is also a dedicated photo mode (F2 button) with flying camera. Both have lots of neat settings like in other games. When in single player F2 camera pauses the game. When online it doesn't.

You can also press 0 and browse your own and community photos.

Am I missing something for the photograph evidence missions? The evidence is never in frame to photograph even if I look straight at it.

No idea. All I can say is that both in single player and online you need to make a photo of the mission/challenge objective using your own camera either pressing 9 or choosing it through abilities wheel, not free camera photo mode (F2).
