I would hazard a guess it's something like

Ashton~Opera(she top hps tho~)

Chisato is less good than she used to be, Ernest and Precis are much better. Dias and Claude have always been good, though Dias is even better here and gets closer to Claude, and Claude feels less good than he used to be, tho he still top tier. I never played Welch cause I didn't really play PSP version and didn't pick her up on my first playthrough, but I hear she slaps (pun intended).
My picks for top characters are: Claude, Rena, Ashton, Bowman, Celine, Leon.
But it depends on who you ask. Everyone is viable, gear & difficulty dependent.
1. Precis, 2. Welch and 3. Dias are all top tier once they have their ultra ultimate weapons. Without their beat weapons, they are more middling, imho. After them, I would put them like this: 4. Opera > 5. Earnest > 6. Claude
If not taking the ultimate weapons into account I would order them like this:
1. Opera (She is the best healer in the game, has homing and draw-in effects, and the best against airborne enemies; useful on Assault and in the party)
2. Earnest (His Break potential seems to be the best of all, he also has homing Killer Moves)
3. Claude (Versatile- heal, damage, range)
4. Precis (Great damage and survivability)
5. Chisato (Good status effects/CC on her best KMs and can shotgun enemies for a good chunk of damage)
6. Dias (Can stand back and range enemies down, or go in close and shred enemies with quick sword techniques)
I think Opera is the best character in the game, making Rena/Noel nearly obsolete as healers, and she can do good damage to boot.

NOOOOOOOOOOOOOOOOOOOOOOO!!!!! How tf comes?? From what i remember, you get her effin last and now shes not top tier? How could they do this to her???
Other characters got buffed to the point they can compete with Bowman's Poison Pill damage output, the fact Poison Pills outdamaged literally everything else against a locked down enemy is what made him top tier in the PS1 version.
and imo Opera is easily the best character. i recruited Ashton instead of her for my 2nd playthrough and her absence was so noticeable. you really can't beat that low MP and near instant 5k party healing.
im looking to fully 100% the game though, achievements and more (like catching all fish, all challenge missions, all endings etc) so i expect 100-120 hrs out of this version before i shelf it for awhile.
ever since the original though, i always have subsequent playthroughs of this game once in awhile, so i will be returning to this game. i wouldn't be surprised if i clocked in 200-300 hrs eventually.
personally i choose my characters based on their story, PAs and such more than combat abilities. you can use anyone in combat and be fine, and you can even cheese the game easily if you want.
ashton is my favourite character though. i just think hes hilarious. also really like precis.
Still need to do the endings & some guild/challenge missions, but I'm burnt out for now.

Celine - Starts off slow but after she gets some spells that aren't heinously bad and you steal INT robe and customize a better weapon (jumping from around +40 Int to +400) at the start of the second continent for all of this she dramatically picks up. You must disable her weaker skills as she levels and set animation length to short for your sanity. She truly takes off once she learns Southern Cross, however, which is arguably her best spell in most cases even compared to Meteor Swarm though Meteor Swarm can be used for mass dmg in a few cases but is overall less valuable. Southern Cross has tremendous break dmg as well as HP dmg. Overall, Celine does fairly competitive boss dmg but for basic mobs sweeps through them usually killing half or more of the mobs every fight for most of the game after she starts to pick up. Back to bosses, her dmg gets quite good and more importantly she can reliably and quickly break them even if they're mobile bosses that fighters have to constantly chase unlike her thus letting your fighters easily hit the broken boss as well as boosting her own dmg further.
Leon - Basically a worse Celine imo later in the game, but his spells might be better earlier on when you first get him as her spells start to get better but have some accuracy issues his don't. However, I did not test his spells in detail at that level point to verify and she shortly later learns Southern Cross which surpasses Leon for most of the game without question.
Rena - She is third here not because she is super powerful but because she is very competent in the main story and makes it almost impossible to lose. Her AI is competent enough to consistently revive and heal your teammates without issues and she has two good offensive spells being her final spell (forgot name, Star Flare???) and more importantly the one she has until then for a long time Gravity Crush which has a number of perks and is quite capable though not wowing. She removes the tedium of babysitting your own characters during the story and most players are simply not going to optimize a 4th fighter while handling healing and stuff with them, anyways, because it isn't necessary. The delta of combat completion times will not change much in the main story swapping her out for another fighter as most fights and bosses end in mere seconds regardless so she just makes it smoother coasting. She has powerful buffs, too. One of the reasons she is also high is she pairs extremely well during the main story with Celine for breaking shields of most or all enemies on the field as well as bosses. It is Celine + Rena combo that allows most battles to be ended in 4-10 seconds against groups of mobs and even bosses which a group of fighters cannot typically do until post game setups or late game customization.
Claude / Ashton - Rank comparatively similarly for majority of the story. Claude could beat Ashton in dmg with Meteor Fist when setup properly, though. If directly controlled, however, Helmetbreaker and his Knuckle break attack are extremely good from Claude and your main way of breaking for most players until later on such as when Celine learns Southern Cross. If used properly Claude is definitely above Ashton, but if you don't properly utilize them in full then they're about the same which is how most people will likely approach them.
Chisato - Honestly, rather overrated in the older games but here she definitely falls behind as other characters have become much stronger. She is still quite good if setup right, though, being by no means bad. She might typically be better setup for some skills when human controlled while others may function fine AI controlled. Some of her skills have issues like Welch and Precis where the startup times are so bad they're literally borderline unusable skills or their animations are so long despite okay dmg that they just end up being prone to interruption or having weaker overall DPS similar to Claude's awful Mirror Blade. I mean, sure if you can finish casting Flamethrower it is nice but good luck casting it, especially if AI controlled (she will spend 90% of the fight doing nothing due to interruption in some fights). Some skills like 100k Volt and Tear gas are still relatively strong here (though Tear Gas has serious issues on Assault due to enemy moving and its delay so you have to properly time it) but they're still nothing special compared to what the above characters can do.
Bowman - Extremely lackluster. The only reason he is above Precis / Welch is because they're usually so bad for much of the main story until later when they rapidly move up. His Poison / Inferno Pellets are simply okay and the rest is not that good, bordering pretty bad even.
Precis / Welch - For most players they may find these two extremely lackluster for the main story. Precis attacks are pretty meh during the main story and some of her actually better ones at that time simply have way to much windup it is actually somewhat problematic how much she is interrupted if AI controlled. Welch has similar issues and some of her skills like Spinning Finger are so bad you have to question their very existence. She has slappity slap later on, however, that is good and once learn moves her up the tier list to be placed with Claude / Ashton. Their real power though? Post game...
Noel - as mid as they come for most of the game. Can be made viable. Anyone can. Doesn't make him good for the average player, however.
Welch - She doesn't get her ultimate weapon, iirc, until quite a bit into MoT (Maze of Tribulations) post game dungeon but once she does she is #1 and the gap to #2 in the tier list, and everyone else, is way behind her. She is so far ahead unless some type of extreme exploit is discovered there is likely no amount of effort building any other character that can come close much less pass her. Her ultimate weapon is outrageous and Slappity Slap becomes death incarnate. She doesn't care about breaking bosses or anything and will simply run up and slap them to death. It doesn't matter if the boss can 1-shot her because if she dies revive her and instantly finish the job. In fact, you can literally put the revive 5 second invuln factor on her and she will win those fights before it wears off IF she even dies to begin with. There is no effort in making her break the game at that point. It might not be much of the game at all and it might be kind of late even in post game but once she reaches that point... Tier 1 without question.
Precis - Force Field becomes really strong, but only with her outrageously busted post game weapon. Some people may quote Precis and Welch as being S-Tier but forget this is only because of their final weapons which are only available in post game (excluding NG+ obviously, but so OP at that point irrelevant who you play). However, once you have it if you didn't pick up Welch then Precis is your next death machine. She does very spammable and reliable high dmg. Her main reason for being above others though is quick animation and safety of Force Field, otherwise in just pure dmg she wouldn't necessarily beat some others.
Celine - The reality is most of your fights in post game are not against bosses unless you are just skipping all the MoT encounters and fighting exclusively bosses, at which point she drops in tier. She will clean up most post game fights if properly setup faster than three other fighters combined can finish the first mob or two. The ones she doesn't instant kill are likely to be immediately broken. For bosses she offers some really strong break dmg quickly into the fight which then let your fighters wombo-combo and instantly kill all the post game bosses before their first break ends. She makes life easier post game for a great deal of it.
Claude - Meteor Fist can be setup do some seriously amazing dmg as you get his better weapons like Levantine. He also has easy access to elemental resistance making accessories with elemental penalties like Ring of Might be viable.
Ashton - Can get some really good results but is just a bit behind Claude in my experience. May require more testing with his different basic attack setups to see if he can pull ahead of Meteor Fist reliably but I suspect not quite from initial testing. His KM definitely do not, though some of them are still quite strong.
Chisato - Overwhelmingly average. It isn't that she is bad but that everyone else above her is so good. I might need to test her more to be fair though and she could potentially get up to Claude's level post game so don't take her positioning for certain here. I just didn't mess with her enough post game to say for sure what her optimized peak is.
Noel - Basic attack can be setup to be very powerful. I've not investigated enough to see if he can pass Ashton and Claude but he may potentially be worth placing as a higher tier.
Rena - great support, healing, break dmg, okay dmg in trash mob fights for ending fights quickly. However, best to put her on Assault for her buffs and put another person in team instead of her in post game. I could say there is an arguable exception if doing a lot of the basic non-boss fights in MoT because she can wombo combo break with Celine but up to you.
Bowman - easily made immortal, as in actually immortal cannot die ever even on Universe without needing a bunch of buffs, music, etc. That is it. Hits like wet paper. Very low tier.
Opera, Ernest, Dias - I've not used them in the remake yet so can't say. From other people's responses I've seen since release they are both quite good both in main story and Ernest post game, though. Dias still quite popular for his Air Slash and he has a pretty insane post game weapon, granted he still isn't on par of Welch or Precis.
