The triggers for getting him are seeing Opera's ship in the Sacred Forest and seeing his laboratory in the ruins. If you do both, he'll show up later and you have to get him or lose Opera.
"Let me recruit everyone" no. Stop whining, game is made for multiple playthroughs.
Having unique party compositions gives a different experience each time. It would also be a ♥♥♥♥♥♥♥♥♥♥♥ managing friendships and viewing PAs constantly, not to mention tanking replayability.
On a NG+ it is incredibly quick to breeze through the game, recruiting whoever you want. It isn't that much of a commitment.
