FF7R is definitely worth it, it's a new game built from the ground up, modernized with a AAA budget. This game is more of a lower budget revamp in the same vein as Crisis Core Reunion was. FF7R may not cover the entirety of the original story, but nor was it trying to, and it expands on the Midgar portion to a 40+ hours story experience (100+ if you do everything), so it's a full game by every means. Only the delusionals think they can make 500+ hour game and maintain the same graphical fidelity through out for a mere $60-70 price tag. I imagine Rebirth will be 200+ hours to do everything, and that's realistically already pushing expectations above and beyond a normal game of this magnitude.
That should be a bonus, more character cameos from the other game.
