But like half the people who have sent results in have sent results that are not even qualifying for a Good result, because they misunderstand how the achievements in question work.

Only 0.6% people do, so it's likely people don't have it ;)

But anyway, I was very surprised doing a test run of my system this morning to see how it could perform, and I surprisingly got a 'Legendary' result, so I'm good to go for tomorrow! Now I only have to figure out how to get just an 'Excellent' result and I'll be at 100%.

likely have bug or timezone thing? just use Nvidia app to OC the card and get an excellent score, and the achievement did not pop

Well, it's been Wednesday in Beijing for a couple hours but the achievement doesn't unlock. I was under the impression that they had fixed these achievements so that as long as it was New Years Day or Lunar New Year somewhere in the world, the achievement would pop. Apparently not.

For me it's still 5 hours from now but i have no idea what timezone the achievement can be unlocked.

Failed to get it on Port Royal and Steel Nomad/Steel Nomad Light despite the fact it's currently 02:50 in my timezone.
