Most likely cause is some kind of background program that is interfering, or a very odd peripheral with broken drivers (things like USB-to-VGA adaptors that allow attachment of extra monitors). Could also be some kind of very odd compatibility issue with the monitors you have attached. If you have multiple monitors, perhaps try unplugging all except the primary monitor and see if that changes anything.
