The XTX would be the option for 1080p ultra high refresh on competitive settings, the higher raster + limited rez + cache = massive FPS.
The 7900xt will win in any VRAM constrained condition where the maximum VRAM exceeds the 4080's alotment.
The 4080 can natively run CUDA code, the 7900 xtx can either not, or can posibly with some mods but performance and compatibility may vary.
The 4080 will lead in General AI (think Stable Diffusion***
*** = The 7900xt can match or exceed the 4080/4090 in Stable Diffusion and other Ai workloads when properly configured according to both MS and AMD, and the two have partnered to create specific instruction and support for setting up AMD systems to be comparable in performance to Nvidia without relying on CUDA to do it.
Personally, if they are the same price, unless all you play is CP2077 I would rock the 7900xtx.
If you play mainly *heavy* RT titles (like CP2077) and want max settings at 1440p/4k then perhaps the 4080 for the RT performance. But if you are willing to go half RT settings the XTX would again be better bet. Perhaps the 4080 if you want to run Ai and such with less headaches and setup, but again if you are willing to work at it AMD/MS have teamed up to make it comparable.
The one case where the 4080 would be the only option is if you plan to use products that rely on CUDA at a professional or heavy-hobby level. Then you would want the green team card, but you would also know you need it.
On the software side, both have scaling tech (DLSS and FSR) and both have frane gen tech. Generally speaking NV's offers slightly better quality on both, with the difference being more noticable on lower rez and less noticable at things such at 4k. That said AMD's offering are more universal and support most any GPU used. On the frame gen tech side NV's is typically a boost but not a double. AMD's is nearly always a 2:1 double of the base frame rate.
