Will a better CPU lead to a better graphics score in Firestrike/Timespy?
Just wondering, assuming that there is no CPU bottleneck present, will going from one CPU to a better one (like say, from an i5 4460 > i7 6770K) improve the graphics score of either Timespy or Firestrike, ever so slightly?

Upgrading the CPU won't affect Graphics score unless the test is so lightweight that it is already CPU limited on your system (ie. you are running too lightweight test for your system). Most commonly this can be seen in Ice Storm and Cloud Gate on high end desktops, but even Fire Strike could be CPU limited if you have four Titan Xs in SLI.

Fire Strike Ultra and Time Spy are currently not CPU limited on any hardware at stock clocks and you most likely need liquid nitrogen and serious over-volting (or a very very very underpowered CPU) to get that on those tests.
