All I can say is...
- Dont have family sharing enabled (for some reason 3dmark dlc won't download if you have family sharing enabled)
- Have enough disk space
- If still no go, try refreshing Steam client;

If the test DLCs show on your account in 3DMark page in Steam, you should also be able to tick the boxes there and enable downloading them. If Steam refuses to download them, your Steam client has an issue - recommend trying the refresh option I mentioned above.
If they are properly downloaded, but the client still doesn't show them as available, please open a support ticket at http://www.futuremark.com/support or email to info@futuremark.com and include 3DMark.log file from Documents/3DMark folder & describe your issue and we'll investigate further.
