Question about the 3D Mark Stress Test Score
Is it Normal for the Score to be 97% / 98.8% and not a full 100%? because Every test I ran I only get 97% or 98.8% and never a full 100%.

Completely normal. It just tells that your GPU throttles slightly over long test. All modern GPUs have a clock speed of "it depends" - early on when GPU is cold it can run slightly faster than over prolonged load.

Anything 97% or better is good. 99%+ is VERY good. 100% is probably not even possible - there is always some variance between runs and the percentage is the difference between lowest and highest average score among the 20 runs during the stress test. <1% variance is basically same score.

sub-95% would start to imply your GPU is noticeably thermal throttling and your case cooling may be inadequate or the GPU has a poor cooler design.
