Your system for some reason says "nope". So the test cannot run.
Most commonly this is caused by background applications interfering. In some rare cases it is due to broken/outdated video driver.
Kill anything that draws overlays or otherwise would steal focus away from 3DMark and block full screen. Also obviously once you hit run, don't touch the system - if you alt tab away from the UI after pressing run, 3DMark is not in focus so it cannot open exclusive full screen (because non-foreground apps in Win10 cannot do so, because Microsoft decided it works like that)
