Close any background programs that may have anything to do with overlays, video capture or remote desktops and try again. Then perhaps try display driver uninstaller driver wipe and reinstall latest drivers. If problem persists, this could then be hardware related - which would require testing this card on another system, or testing this system with some other card.
i've bought the Vega 64 aswell and have the same issues right now. I have no problems with later games like Forza Horizon 4 but League of Legends seems to crash the Divers all the time again.
Did you make any progress with your problem?
RAM has been tested for hours with MemTest86 and everything runs stable otherwise. This is on an ASRock B365 Pro4. I'll try disabling Windows' gfx driver watchdog.
