Failing All Stress Tests with NVIDIA GeForce GTX 980(1x) and Intel Core i7-6700K

Can't seem to get above 95.3% with any of the stress tests. Is my rig too weak? Is my cooling inadequate?

I have liquid cooling to the CPU. I've never overclocked manually and it's running at 4 Ghz, but I had this PC built by CyberPower. Maybe they adjusted something that reduced efficiency. I'm new to this stuff, but I don't think a 12 month old rig that cost $1800 should fail every single stress test.

Any advice on how to interpret this result or how to improve it is appreciated. A few details below.

3DMark Score: 4202
Graphics Score: 4088
CPU Score: 4996
Graphics Test 1: 27.07 fps
Graphics Test 2: 23.12 fps
CPU Test: 16.79 fps

The number that shocks me is that I scored lower than 58% of all results. Do I have a potato?

Your gpu is throttling down the gpu due to heat, so without knowing more I'd say there's a problem with your gpu cooling. You mentioned the gpu is water cooled, did CyberPower do it or was it a hybrid video card from the vendor? Water cooling can be a little tricky, some aren't great about cooling the video card ram, the thermal compound on the gpu block might be bad/poorly applied, or you can have air bubbles in the water cooling. It can be a pain to troubleshoot water. Another possibility is just if your radiator fan(s) aren't sufficient. All things to check. I'd suggest getting a monitor program like MSI Afterburner that has temp graphs and logging, then repeat the test and see what kind of temps it's reaching. If yours is working right and stock I'd think you should be under 50 celsius on load, if it's over 60 for sure something's not right in the water cooling I think (in fact you should really be under 40 under load and in the 20's when idle).

His GPU is over that, no throttling.
