Edit:Go to installation directory>Assets>gameconfig.xml
Open with notepad or whatever text editor you are using search for "GEOSCAPE GAMEPLAY VARIABLES " and under it find "<startingMoney value="1500000" />.Change value of money you would start to your liking.Although you must start new game obviosly.
I play all my games at the hardest difficulty and I regret nothing. Cheating only cheats yourself out of the experience.

You cannot cheat in a single player game, which is what Xenonauts is.
dont see any problem playing SP games with cheats, in many games it can be fun like that too.. used to hex-edit a lot in the old days <_< also some games had awesome cheats, age of empires for example with laser-cobras and stuff. xD
Try the official goldhawksinteractive forum and ask the modders there to be sure.
