To say even the most trained soldier doesn't panic on the battlefield is ignorant...for example irl if half an army just got wiped out in one go the remaining soldiers would likely start to panic and/or route fearing for their life...the game just adds that in as a bravery stat which would mimic if they decided to flee or fight.(in irl life ppl would call these guys veterans/hardened soldiers in a war as it dragged on which in game is building bravery)...but in case of this game they just run around instead of leave the battlefield all together. Games like the Total War series the defeated army would route from the battlefield. But overall it would still be scary to fight aliens anyways.
That said, I've yet to have any soldiers panic at all, I assume it's something you run into more in impossible. Hopefully it's not as game breakingly bad as vanilla xcom, where one guy trips and scrapes his knee and everyone simultaneously panics and shoots at each other.
