Best bet is to mod the game files. For example, you can change any item in the game to be 'unlimited' which would allow you to have access to high level tech from the beginning if you wanted. It's quite simple to do; that particular file is quite self-explanatory.

Not quite a cheat but more of a "sandbox" mode. If you go to the Xenonauts folder and launch the game using the Xenonauts_gc_editor, you gain access to the dev panel that you call using a key combo I cant remember now, while in a ground battle. From there you can edit anything like giving any weapon or armor, lifting fog of war, adding more aliens etc.

Take note, using cheats or editors will negatively impact your sense of achievement and harm your fun in the short term :P

Press 'u' to open up the editor. Press ctrl-q to reveal the map.

You might find some mods that do this, quite afew that add new weapons etc.

http://www.goldhawkinteractive.com/forums/forumdisplay.php/10-Xenonauts-Modding

Otherwise just go into the appropriate game files and change the value on whatever weapon you want to do more damage.

Edit: I haven't fiddled with the files yet or tried to modify anything, but for weapons i think it's Xenonaughts/Assets/Weapon_gc open it and you'll see weapon stats for various weapons. Should be able to then change the values and save it.

As i said i haven't messed with it yet, i useally do afew playthroughs of a game first before modifying anything. Normally i don't unless i feel something is too OP.

Load Xenonauts using the Xenonauts_gc_editor file.

During a ground mission, press "u" to bring up the editor and "ctrl-q" to reveal the map (the latter is a bit funny - as you move soldiers it will update FoW around your soldiers so you may need to do it again

Open the 'assets' folder in your Xenonauts directory and find the items.xml file. You can open this in Excel. Find the items you want, and in the relevant column change it from "normal" to "unlimited".

You might want to make a back up of the file before doing that, so you can easily revert back if you want to.

I can't seem to type new names in to them! Whats up with that?

Into what? If you're referring to modding the items, you should be able to click on the cell and it will give you a drop-down of choices.

Has it loaded in a spreadsheet?

EDIT: Actually, I can tell that it hasn't from what you've written. If you've got Excel installed on your computer, load the file with Excel and it'll be easy from there. If not, open the file in Notepad instead. It'll be more tricky to find the items you want that way, but hopefully it will be clear enough.)

Im on the lookout for a mod or cheat that gives infinite funding limits. 5 mill is pretty small when I want global air superiority. At a point where I need 10-15 aircraft per region and that is not too great with only 5 mil max from nations. I have the "Creating Value" mod to help with that but foxtrots are the only thing that does not take alien stuff and requires at least 2 free hangars to be feasable

15 aircraft per region? You can finish the game less then that for whole world..

I've done that, but my Excel 2003 keeps telling me that the format is incompatible when I try to save. Also, the edits I made don't seem to apply when I open Xenonauts. I have Xenonauts Community Edition on Steam.
