In X-Division on NG difficulty basic caesan shields absorb 160 damage. The basic starter weapons suck but within 2-3 missions you can start having better weapons. Beelining Ballistic Pitol+rifle and capturing a single sebillian soldier (the common green ones) opens up the tech for X-Division ballistic weapons which are head and shoulders above the starter gear.
That said there are ways to compensate, take a couple of shield guys with frags and try to make sure you dont overweight your soldiers. Caesans you weant to flank from 2 sides and bully circle (shoot em repeatedly in the back when they turn round)
For sebilians to start you really do just need to just shoot them full of enough lead to overcome their resistance. Getting x-division weapons makes this soo much easier.
You can also beeline laser weapons (phaser pistol+rifle and Caesan guard, whch is easier as caesans often carry stun gear (grenades or lightning guns) and you can pick them up and use them against the X-Rays. Laser weapons are decent but while they pack a decent punch I find they are overall less useful then X-Division ballistics if I get the choice, the heavy machinegun and SMG are ballistic only and are key to my strategies.
Once you get past the first few missions the mod gets a lot easier to manage. Advancing to a new phase kinda sucks as your undergeared but with some mk3 gear or (if your fancy) antimatter gear will help you transition without losing everything.
Tip: if you are killing caesans but not destroying their shields you can get your troops to pick em up and use them. their lighter and more robust then the actual riot shields you get by default and you can put them in the backpoack easily. If you cant flank em to bypass the shield a frag at their feet or just behind them works weonders as the caesans themselves have low HP if you discount the shield.
If in doubt with missing and the like, get up next to the enemy and barrel stuff them with a hmg, that generally does the trick. Theres an invisible bonus for being right next to the enemy (it might say 40% but in actuality all your shots will hit)
