The Manual states "ACC: Gained by firing at enemies from within weapon range (you don’t have to hit them)." I suppose you freeaim your rocket shots instead of shooting at enemies? Because that does most likely not count as "firing at enemies". (I know, freeaiming is more effective with explosives, but if every shot counted you wouldnt need conditions at all).
So make sure that you atleast fire a pistol once per mission at an enemy to get your ACC +1, or even better, give them the rifle they should have, with around 70 str the trooper is strong enough for both anyway (Specialist Preset).
yeah, gameplaywise it would be useless to count every shot, since you could just farm the Acc by emptying your magazines (which you can with TU and STR by running around if I understand it right). But fluffwise the whole leveling process is strange anyway. I mean, my top elite soldiers gain stats from things like shooting 1 bullet and missing or running around for 2 minutes? Have they actually fired a weapon before? Did they miss every PE class in school?
Some mods remove the stats cap which make for a more meaningfull time=stats system and raise the requirements for stats gain a bit.
