Correct me if I am wrong, but there are only 3 types of leaders:
Caesan: with red armour and helmet
Sebilian: with black armour and helmet (elites look similar but they dont have a fully black helmet)
Praetor: white guy, there is always one present in every battleship and alien fortress
PS: The game will tell you if a leader is present when a map loads (and you have the quest active).
You can RARELY find a leader in a light scout (or I have modified my game so much that it is horribly broken), often in a Corvette and I think always in every higher ship class so long as the leader doesn't spawn in dead. However Praetors only start appearing with Cruisers where they can rarely be found in Cruisers, sometimes found in Carriers and often in battleships (again so long as the Praetor doesn't spawn in dead).
And he got another one wrong. If you want to see how a caesan leader looks like go into
Xenonauts\assets\units\alien\caesan\leader\none
and see that he wears red armour pieces.
The rest is also completely wrong, but you can see that for yourself if you go into
Xenonauts\assets\ufocontents .

Do you play on an easy difficulty? The alien invasion progresses slower on lower difficulties, which means it takes more time for a leader to come. The large ships will eventually come and then there is a high chance that there will be a leader present.
Ah the charm of the past. In the grim darkness of the distant future, where there is only war, you can distinguish important people from their distinct lack of helmets. Or officers at the very least.

First, find out who this Charon is?
Second, Caesan leaders are full red, helmet included.
Third, try a 5 second google search before embarrasing yourself again.
