In my most recent game I've so far (into October for now) been able to force open any door with just 2 charges. If the UFO door is 3 tiles wide, I place a charge on the left-most and on the right-most tile, set to explode simultaneously. If the door is 2 tiles wide, one charge on each tile.
As I understand it, later you get an upgrade, to use Plasma Charges instead of C4, so those are more powerful, but so far C4 is very powerful.
I did try modding the game data files, last month, to make C4 (and Plasma) heavier and more powerful. The weight change didn't stick, but it's possible that the power change did stick, because my recollection from when I started playing the game, early last month or in late October, is that C4 charges weren't quite as powerful. But even if that is the case, and I succeeded in making them twice as powerful but not thrice as heavy, unmodified charges can still explodify exterior UFO doors, you just have to use several of them one after another.
Not sure if any mod does exactly what you are asking.
I tried multiple C4 and it just seems like too much work.
