Scatter Laser???

I have reaserched a (Phase II) Scatter Laser, build it (quite expensive) but it is nowhere to be found. Nor for soldiers, tanks or aircraft. Cannot find it in Xenopedia either. What is it? How to use it? Does anyone know? And what is "Phase II" anyway?

Phase II means X-Division mod. It's not something we'd get in vanilla or community edition.

In other words I have build it.
Anyway, this is not important noow since when I upgraded my X-Division mod scatter lasers are simply not there.
Lets just say: case closed :-)
