Additional dice

For the prestige cards that are 6th, 7th etc, are they talking about new additional dice in each row that are not yet unlocked for me, or are they talking the 1st 2st etc of the 2nd row?

if you click on the box with the dice level in it it will open a description box. in this box we can see that the second row first die reads as the 6th dice. third row starts with 11th, and so on. this pattern remains even if the previous row is not entirely unlocked yet. so, for example, row 5 still starts at #21 even if dice 18 19 and 20 are intentionally not purchased.
