Honestly, the 2D grahics from 2001 have aged really well, so I have trouble imagining it would be a problem.
Actually, you're thinking of the Display Mode setting in the configuration. There is also an artwork setting in-game, which is what was being asked about here. Character art in large portraits and shops is different between them, but you can change it any time. It prompts you at the start of a new game, while specifying the years.
If you can change the resolution, is it upscaling or is it actually rendering in the selected resolution?
I have the Complete edition (http://www.falcom.co.jp/ys12cmp/index.html) and am not willing to blow $15 to find out what, if any, improvements have been made to the game since then.
Still have not purchased the Steam version as my old copy is doing just fine. Might do if it ever drops to like $2.50, but this company seems reluctant to drop prices of the games down to 'must-buy' levels, which boggles my mind as the volume of sales they'd receive would make up for the lower price... plus more people would get to experience the game.
