At first you can only keep one island active. By island, we're talking about the entire biome with all the little islands you buy until you get the pillar fully upgraded. So yeah, the entire area/biome becomes active with the core.
Every time you approach an island you see the name of the biome real quick and the devices you installed on them just pop in when there's no core. With the core, the devices are always there and can be seen from afar.
You can find a book that allows you to increase the number of islands you can keep active with the island cores and that book can be upgraded with the skill research table. It costs a LOT of glowy white butterflies though. I think you can activate all biomes if you keep upgrading the core skill and installing cores on each biome.
No. You get one island core. Then the skill "core" gives you one more. You get two. That skill is not upgradeable.

In his defense, the DEV did change it to not be like he said.
He just didn't read the patch notes.
